In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Mix well to ensure the baking powder is evenly distributed throughout the flour.
Add the vegetable oil or lard to the dry ingredients. Using your fingers, work the fat into the flour until the mixture resembles coarse crumbs.
Gradually add warm water to the mixture, stirring with a fork or your hands until a sticky dough forms.
Knead the dough on a lightly floured surface for about 5-7 minutes, or until it becomes smooth and elastic.
Cover the dough with a clean kitchen towel or plastic wrap and let it rest for at least 30 minutes.
