  2. In a large bowl, mix the low-fat milk, vegetable broth, cornstarch, dried thyme, salt, and pepper until well combined.
  3. Layer half of the sliced potatoes in a greased 9x13 inch baking dish. Spread half of the sliced onions and minced garlic evenly over the potatoes.
  4. Pour half of the milk mixture over the first layer of potatoes. Repeat the layering process with the remaining potatoes, onions, garlic, and milk mixture.
  5. If using, sprinkle the shredded low-fat cheese over the top layer.
  6. Cover the baking dish with aluminum foil and bake in the preheated oven for 45 minutes.
  7. After 45 minutes, remove the foil and bake for an additional 15-20 minutes, or until the potatoes are tender and the top is golden brown.
